The Short Answer
PIP and ESA answer different questions and can be held together. PIP helps with the extra costs of disability and is assessed on twelve activities; ESA replaces earnings for people unable to work and uses the Work Capability Assessment. PIP is not means-tested, does not reduce ESA, and can unlock a disability premium with income-related ESA.
Two Different Questions
The table below sets out the position, with each figure taken from the source named beneath it.
| PIP | ESA | |
|---|---|---|
| What it is for | The extra costs of disability | Replacing earnings when unable to work |
| Means-tested | No | Income-related ESA is; New Style is not |
| The assessment | Twelve daily living and mobility activities | Work Capability Assessment |
| Affected by work | No | Yes |
| Can be held together | Yes | Yes |

GOV.UK states the general overlap position for PIP: "You can get PIP at the same time as all other benefits, except Armed Forces Independence Payment."
Neither Decides the Other
A PIP award is not a finding of limited capability for work, and vice versa. The two assessments look at different things: PIP at daily living and mobility tasks, the Work Capability Assessment at capability for work.
PIP is scored against 12 activities — 10 for daily living and 2 for mobility — set out in Schedule 1 of the PIP Regulations 2013. The Work Capability Assessment uses its own separate descriptors and reaches its own separate conclusion.
That means a PIP award at the enhanced rate does not guarantee an ESA outcome, and a finding of limited capability for work does not guarantee PIP points. Evidence gathered for one is usually useful for the other — a care plan, an occupational therapy assessment, a statement from someone who helps — but it is weighed against different criteria.
What PIP Adds to ESA
A disability premium with income-related ESA. GOV.UK states that "you may get a top-up (called a disability premium) if you get income-related Employment and Support Allowance (ESA)" or Housing Benefit.
It is not automatic. The premium is applied once the ESA office knows about the PIP award, which means telling them when the decision arrives.
What ESA Does to Universal Credit
New Style ESA reduces a Universal Credit award pound for pound. GOV.UK lists it among the benefits that do. PIP is absent from that list and never reduces UC.
Where a household receives PIP, ESA and Universal Credit, only the ESA interacts with the UC calculation. For scale, the Universal Credit standard allowance for a single person aged 25 or over is £424.90 a month in 2026/27, and New Style ESA is taken off it in full.

Which to Claim
Both, where both apply. They are not alternatives, and claiming one does not prejudice the other.
Work is the point at which they diverge most. Earnings affect ESA and do not affect PIP, and since 30 April 2026 S.I. 2026/395 has provided that paid or voluntary work cannot on its own be a reason to reassess a PIP award.
The sequence rarely matters, except that a PIP decision letter is the document an ESA premium claim will ask for, so a PIP award already in place makes the premium straightforward.
Universal Credit Alongside
Universal Credit is a third calculation again, and PIP does not enter it. What PIP can do is add to someone else's award: a daily living component at either rate lets a carer claim the Universal Credit carer's element, worth £209.34 a month for caring at least 35 hours a week.

Where Universal Credit is also in payment, the interactions are set out on claiming both. The eligibility tests for PIP itself are on eligibility explained.
Where ESA itself was underpaid, the arrears are priced per week rather than per assessment period, using the ESA Back Pay Calculator.
